Translation Center Program Manager

CLGT is seeking a Program Manager to coordinate and monitor a team of linguists providing interpretation, transcription and translation to support critical mission needs of the National Media Exploitation Center.  Work will be mainly performed in the Northern Virginia area; however, functions may need to be performed at off-site locations throughout, as well as potential short-term temporary assignments worldwide, including harsh environments.

The Program Manager performs on-site supervision of contract personnel and contract performance. The Program Manager is the senior contract company representative on site and shall represent the company and the Government professionally. The Program Manager receives mission requirements from the Government for execution. This is for a proposal.             

Roles and Responsibilities

  • Ensuring standards and evaluation criteria and are clearly defined and explained; Monitoring translator performance and productivity;
  • Maintaining accountability of contract personnel;
  • Coordinating with the Government staff to ensure contractor employee coverage; Informing Government staff of personnel issues adversely affecting performance; Maintaining an open, approachable manner, and treats staff fairly and respectfully; Providing a motivating environment; resolving conflicts quickly and professionally; Maintaining and enforcing standard operating procedures (SOPs);
  • Indoctrinating incoming Contractor personnel into NMEC, to include in-processing and orientation briefings;
  • Maintaining accurate personnel rosters;
  • Ensuring the work performed on the contract meets required standards and is in accordance with this PWS and NMEC SOPs. Appraises and resolves subpar performance;
  • Ensuring that all contractor personnel supporting DLS are up to date on training and credentials related to the DLS mission;
  • Producing weekly, monthly, and quarterly operational update slides, situational reports, testing/ certification reports and other key mission reporting requirements related to NMEC Operations and DLS mission;
  • Providing input and information to DLS Chief to answer critical DLS related taskers and other reports that require detailed information on the type of support provided;
  • Coordinating and holding weekly production meetings that review status of documents and other requirements, ensuring that DLS chief is apprised of all ongoing issues and that team is on top of requirements;
  • Performing other relevant management and admin tasks to ensure coverage of project management duties, appropriate in-processing and training of new personnel, and monitoring of issues that may impact mission

Education, Experience & Requirements

  • Must possess a TS/SCI clearance
  • Have a minimum of three (3) years' experience as a direct, hands-on manager and supervisor of translator personnel;
  • Be an active member of the American Translator Association, participating in the local Metro DC meetings of the ATA on at least annual basis or an additional two years of hands-on supervision of translators;
  • Have accomplished Program Management training such as PMP certification or equivalent Program Management education courses;
  • Have experience using/communicating in a foreign language;
  • Demonstrate solid time-management and organizational skills, to effectively handle multiple tasks under pressure within a fast-paced environment;
  • Display exceptional verbal and written communication, interpersonal and active- listening skills to provide timely service to NMEC customers;
  • Possess professional level communication and technical skills;
  • Experience using Microsoft Office applications (Word, Excel, and PowerPoint); Experience in word processing, typing, editing, and using office machines;
  • Possess a working knowledge of the U.S. Intelligence Community and/or military services
  • Be familiar with translation industry standards and best practices for translation, either through formal training, or membership in professional translation organizations
