CLOVEHITCH is seeking a Program Control Analyst (PCA) to perform a variety of resource and acquisition management duties. PCAs focus specifically on resource planning, analysis, and execution of complex ground software acquisition programs, which provide development and operation activities. The PCA will interact with a multidisciplinary technical workforce within and across the NRO as well as development contractors to accomplish the totality of their duties. This position is contingent upon contract award.

Principal Duties and Responsibilities:
  • Review and consolidate program baseline and program spend plans at the Directorate and NRO level.
  • Conduct cross program analyses at the Program Office through Staff levels to determine impacts of program performance and progress against plans, determine resources necessary to accomplish assigned goals and objectives; identify resource trade-offs within and among competing programs and provide executive managers with resource alternatives.
  • Draft, review for completeness and recommend revisions to budget estimates and requirements for new and existing initiatives.
  • Review and validate analyses used to develop and update current and future component or group resource requirements.
  • Assess funding impacts on existing program budgets and schedules and recommend resource solutions to executive management within SPO and/or Directorate as well as NRO budget constraints.
  • Conduct final reviews of SPO, Directorate and/or NRO level submissions for budget exercises and the IPBS, CBJB, and CJB. Conduct cross program analyses and resolves cross program, Directorate and NRO discrepancies prior to submission for executive management review.
  • Review SPO Directorate and/or NRO level data in the NEXT, NRO FIRST (at both the spend plan and requirement level) and Intelligence Resource Information System systems for accuracy and completeness.
  • Identify and utilize existing methods to resolve data discrepancies, verify, and validate data.
  • Advise on the interpretation and application of financial regulations, policies, and procedures maintain cognizance of, and fully understand any changes to, applicable NRO financial management instructions and policies.
  • Assist and/propose in the design, implementation, and use of corporate resource information repositories, databases, decision support tools, strategies, processes, procedures and reports to ensure accurate financial reporting and management oversight in support of program initiatives.
  • Perform complex trend analysis across multiple sets of financial data sources or when data sources are lacking in support of executive level decision making.
  • Maintain appropriate SPO, Directorate and NRO level controls to minimize data inaccuracy and/or unauthorized use of NRO funds.

Required Skills and Abilities:
  • Knowledge of IC budgetary principles and procedure, project management concepts and principles
  • Knowledge of, and ability to apply, acquisition management regulations, practices, policies, and procedures including major system acquisition lifecycle resource planning practices and procedures, and Acquisition Program Baseline development and PMPs
  • Knowledge of, and ability to apply, cost analysis methodologies in a major system acquisition environment
  • Knowledge of, and the ability to utilize, various quantitative techniques to analyze data, develop models, and interpret results (to include descriptive statistics, trend analysis, learning curve theory, modeling, and simulation)
  • Knowledge of, and ability to apply, analytic techniques to evaluate and resolve program data inconsistencies
  • Knowledge of, and the ability to utilize, EVM techniques
  • Advanced proficiency and knowledge of Microsoft Office Products and standard computer applications.

Education and Experience
  • Bachelor’s Degree
  • 8 years of experience
  • Due to federal contract requirements, this position is restricted to U.S. citizens who have an active TS/SCI clearance

  • NRO or IC experience
  • Experience with NRO and IC financial systems and repositories
