Description CLGT Solutions, LLC dba CLOVEHITCH is a Service-Disabled Veteran-Owned small mission-focused business that provides professional solutions in the areas of intelligence, financial management, linguistics and administrative functions.CLOVEHITCH is seeking a Contract Manager who will serve as the primary point of contact and senior representative for all matters relating to daily contract operations on the USAG Italy Army Community Services (ACS) Consolidated Services contract. The CM holds full authority to act on behalf of CLOVEHITCH and is responsible for overseeing the performance of six functional service areas: ACS Lending Closet, Front Desk Services, Bilingual Support Assistance, Orientation Tour Operations, Italian Language Instruction, and English as a Second Language Instruction.Principal Duties and Responsibilities:- Serve as the primary Contractor representative to the Contracting Officer (KO) and Contracting Officer's Representative (COR) for all daily operational matters.
- Maintain availability and provide feedback or responses to the COR within 2–4 hours during normal operating hours (0800–1700, Monday–Friday).
- Develop, implement, and maintain a Quality Control Plan (QCP) ensuring all services meet contract performance standards.
- Develop and maintain a comprehensive Work Plan for each of the six functional service areas, submitting per contract requirements.
- Oversee contract performance across all functional areas, monitoring compliance with all deliverable timelines, performance standards, and reporting requirements.
- Attend post-award conferences, periodic progress meetings, and other Government-directed meetings; submit meeting minutes to the COR within 10 days.
- Ensure all Contractor and subcontractor personnel complete required mandatory training (AT Level I, OPSEC, iWATCH, PII, TARP, Cyber Awareness) within required timeframes.
- Manage all personnel security requirements including background checks, installation pass issuance/return, and Common Access Card (CAC) accountability.
- Ensure all employees wear identification badges and comply with installation access and OPSEC requirements.
- Report any quality issues or potential performance risks to the COR within 24 hours of identification.
- Coordinate phase-in and phase-out activities, including onboarding, security in-processing, and transition support to successor contractors.
- Safeguard all Government-furnished property, equipment, and information in accordance with Army Physical Security Program (AR 190-13).
Required Experience, Skills and Abilities:- Minimum two (2) years of experience in applicable functions relevant to the contract scope.
- Demonstrated ability to manage multi-functional service operations and oversee diverse personnel.
Education and Other Requirements:- Oral and written fluency in both English and Italian at Level 4 (Fluent).
- Ability to communicate effectively at all levels of command, across cultures, and with Soldiers and Family Members of varying experience levels.
- Must be able to obtain and maintain a favorable background check (local and stateside as applicable) per AE Regulation 604-1.
- Must obtain and maintain a Government-issued Common Access Card (CAC) where required for system access.
- Must complete all mandatory training within 30 calendar days of contract award.
