CLOVEHITCH is seeking a Contract Administrator to provide contract-related support through all phases of contract execution (pre-award, award, administration, and precloseout). The Contract Administrator works in a customer-oriented environment while serving as a business advisor in a team environment for all acquisition and contract related Program Office needs. The Contract Administrator drafts, edits, reviews, and maintains all contractual documentation for Government review, approval and signature as well as provides recommendations on contract matters to Government personnel. This position is contingent upon contract award.

Principal Duties and Responsibilities:
Prepare reports, data-call responses as directed by the CO, Team Chief or Senior Contracting Officer for Government approval
Interface with NRO financial management systems such as NEAR, NFIS, FIRsT, EpX Studio and other NRO financial management tools
Prepare contract documentation (i.e., documentation related to solicitation, award and modifications) and maintain contract files accordingly
Develop EPX work files, to include identifying appropriate solicitation and contract clauses, for CO review/signature
Collect and analyze relevant market information from government and non-Government sources to make recommendations regarding possible sources; prepare Market Research reports
Analyze customer requirements and recommend the appropriate contract type that meets all statutory requirements
Construct contract incentives that meet required policy while incentivizing positive Basic Order Agreement (BOA) Contractor performance
Make recommendations regarding when full and open, full and open after exclusion of sources, and Other Than Full and Open competition should be used
Draft source selection criteria using best value, lowest price technically acceptable or other methods for contracts awarded by negotiation for consideration by authorized Government personnel
Assist in preparing and conducting negotiation of all the elements of a potential contract or solicitation including schedule, performance, and price; and prepare related documents
Prepare and submit expired contracts into the contract closeout (i.e., Settlements) process
Make recommendations regarding the evaluation and documentation of subcontracting plans, organizational conflict of interest plans, foreign ownership, control, or influence situations, international traffic and arms regulation situations, and deviation waivers
Prepare reports as directed by the CO, Team Chief or Senior Contracting Officer
Provide general office management support, such as logistical support, typing, document review for content and format, filing, files maintenance, photocopying, scheduling meetings/rooms, and calendar management
Required Skills and Abilities:
Ability to communicate effectively and concisely using a variety of styles and techniques appropriate to the audience
Advanced proficiency and knowledge of Microsoft Office Products and standard computer applications
High level of initiative, effort, and commitment towards completing assignments in a timely manner
Ability to identify problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and makes recommendations
Ability to make sound, well-informed, and objective recommendations; perceives the impact and implications of recommendations; commits to action, even in uncertain situations, to accomplish organizational goals; causes positive change
Comprehensive understanding and working knowledge of OC Policy Documents and Office of Contracts Administrative Notices (OCAN); NRO Acquisition Manual and Federal Acquisition Regulation.
Education and Experience
Bachelor’s Degree
8 years of experience
Due to federal contract requirements, this position is restricted to U.S. citizens who have an active TS/SCI clearance
